Waupaca County Jail Overview
Waupaca County Jail is located in the Waupaca County Law Enforcement Center and is operated by the Waupaca County Sheriff's Office. Official county sources identify Sheriff Timothy R. Wilz as sheriff, Captain Adam Wogsland as Jail Administrator, and Lieutenant Jason Russell as responsible for jail operations. The jail opened in 2001 and serves as the county's main detention facility. No separate city jail, work-release annex, state prison, BOP facility, or ICE detention center was found in Waupaca County official sources.
The jail holds more than local pretrial detainees. County materials say it holds people awaiting trial, sentenced county prisoners, convicted felons waiting for Wisconsin DOC transfer, safekeepers from Wood and Portage counties, some Brown County extended-supervision inmates, Huber/work-release inmates, and electronic-monitoring participants. The public roster also shows out-of-facility locations such as Wisconsin Prison, electronic monitoring, and other county sheriff entries.
Waupaca County Jail Capacity
The 2024 Waupaca County Sheriff's Office Annual Report lists jail capacity as 321 inmates and average daily population as approximately 200. The county jail division page says the facility can house 320 inmates, so the annual report's 321 figure is the stronger dated number for statistics. The current inmate-list PDF reviewed in research showed 208 housed inmates on its 06/30/26 timestamp.
Classification includes minimum, medium, maximum, and disciplinary housing. The roster shows public class abbreviations such as MIN, MED, and MAX. It also shows floor and pod locations including second-floor and third-floor pods, plus OOF statuses for people not physically in a standard Waupaca jail cell.

County rules bar drawings, stickers, heavy perfume, homemade cards, musical cards, website packages, social media or blog printouts, Twitter or lyric printouts, newspaper or magazine clippings, and inappropriate content. Medical Care at Waupaca Jail
Medical services are contracted through Wellpath. Nursing staff are available 24/7 for inmate medical care on request or in emergencies, and mental-health services are available on request. Inmates are financially responsible for medications and services provided while incarcerated. Medications and reading glasses may be dropped at Door 19, but prescriptions must be current, in original containers, properly labeled, and approved or denied by Wellpath medical staff.
The jail annual report also notes equipment and security tools such as a body scanner, live scan fingerprint machine, video monitoring, and Zoom for remote court appearances. Corrections deputies train in communications, Taser recertification, subject control, CERT, inmate classification, fire evacuation, suicide prevention, medication control, bloodborne pathogens, and peer support.
Bond and Huber at Waupaca Jail
Cash bond during business hours is posted at the Clerk of Courts, 811 Harding Street, third floor, from 8 a.m. to 4 p.m. After hours, the county directs bond posting to the jail at Door 19, where the kiosk accepts cash or debit. Bring exact funds if paying cash because staff cannot make change. Another hold, warrant, DOC issue, federal hold, or ICE detainer can still block release.
Huber/work-release inmates must pay a $140 weekly fee before work release is granted and submit a work schedule plus valid driver license, registration, and proof of insurance one week before sentence start. The county pages list booking fees inconsistently, with one page saying $25 and another saying a $40 fee may apply except for probation holds and safekeepers. Verify the current amount with the jail.
Waupaca Jail Programs
The jail page names GED, drug and alcohol counseling, religious counseling, telephone privileges, video visits, and the Inmate Worker Program. The 2024 annual report expands that list to FVTC GED education, FVTC GOAL, religion seven days per week with services and Bible study, AA/NA, volunteer programming, AODA provided by DHS, library access, book donations, and ongoing cooperation with the local library.
These programs are part of the county jail's day-to-day operations, not a state prison program system. Once a Waupaca defendant is sentenced to Wisconsin DOC custody and transferred, visitation, mail, money, phone, and programming rules are controlled by DOC and the receiving institution.
Note: Confirm custody, visitation approval, and Door 19 instructions with the jail before traveling or sending funds.
